Change payment created in the PaymentProcess

You could react to the payment create event via an event subscriber already.
From there you could check if the payment is associated to a draft order. Not exactly the same as having a custom event, but maybe this would be sufficient?

Don't think there's a need for this separate event, in the absence of feedback, closing this.
