Error and advice to install christian-riesen/otp

Problem/Motivation

After install, I recreated container (docker) and something has broken. Then on admin area appear the error and the advice: "Please install the 'christian-riesen/otp' library via composer. See the module README for instructions."

Steps to reproduce

Install module in a docker installation and recreate container (I have persistence on modules folder)

Proposed resolution

Not sure, I don't know what that advice means and how to solve the problem.

I tried to install that plugin (otp) and reinstall original (tfa) but nothing works (both via composer).

The only way I found was uninstalling TFA

This soudns like you may not have persisted the vendor folder and your composer.lock may be out of sync.

The exact specifics of how to do this is fairly out of scope for this queue however so I'm marking this fixed.
