Return the order from the PaymentApproveResource if the state transition isn't allowed

Problem/Motivation

As part of 🐛 The payment resources should check whether the "place" transition is allowed Fixed , an exception is now returned when the order is already placed.

This caused a regression on a project of mine due to the fact that the previous behavior returned the order in case the order was no longer a draft.
