Empty Shipping to capture in Order

Problem/Motivation

Klarna module provides Shipping items from commerce_shipping module for capture. There are cases when Shipping cost could be 0.00 (free). In this case we dont need to have this item to caprture.

Proposed resolution

Addition checkbox was added to configuretion to remove empty Shipping item from request.
