Add GitlabCi configuration

Problem/Motivation

In #3261803-50: Using GitLab CI instead of Drupal CI → I have opted this project into GItlabCi in order to experiment with the additional resources available to us to enhance the project, especially phpstan and code coverage.

Now that this has been enabled we need to create a config and utilize it.
