We have a custom default theme and Gin admin theme installed on our site.
When I enable the Cookie content blocker module it seems to break the admin toolbar in the left side panel when viewing the site in the public theme with Gin sidebar.
For example the cache clear button breaks.
The HTML gets mangled:
