The unique request identifier was reused

Problem/Motivation

SSO attempts are failing after the first login. This was reported to Zendesk and they have confirmed the following:

"The error we're seeing is "The unique request identifier was reused. Please fix this and try again." This error means that in your JWT payload, the JSON token ID (jti) is being reused on requests. That's why this is working at first, but then not working later. Looking at the email again, I'm seeing 8 different requests in the last hour, all using the same jti. If you can generate random jtis for each request, then that will resolve this issue. "

Steps to reproduce

Install Zendesk module.
Configure Zendesk.
Attempt SSO.
