Error if a user checked "Password Expiration"

Problem/Motivation

When "Password Expiration" is checked on a user profile, I get an error where they can't be redirected to tfa otp screen

Steps to reproduce

1. go to people>edit any user>check the "Password Expiration" checkbox and save
2. Try to login by entering your password and username
3. On login button you will get error and can't be redirected to OTP screen

Proposed resolution

Bypass password expiration checkbox, because if password expired the user needs to update not give error
