Add/enable Tugboat live previews for merge requests

Problem/Motivation

Tugboat will enable the automatic creation of live previews for any issue with a merge request → so we can see and test the changes in a live environment. This would be incredibly helpful in testing merge requests on issues such as ✨ CKEditor 5 Support Fixed .

Proposed resolution
