Bubble up cache contexts & tags from the rendered menu

The cache contexts & tags from the rendered menu are lost after being rendered. Most menus are simple and this is not a problem. However, our site has a custom smartmenus-menu.html.twig file that uses twig_tweak to add a block to the smartmenu. And when this is done, the cache contexts & tags for this block are now lost. There is an easy fix to this. We need to merge the contexts & tags that are returned after the menu is rendered.
