At the moment it is possible so select available blocks either by category OR by individual blocks.
This is a problem if you for example want to allow selection of all custom user defined blocks (currently existing and added by the user in the future) and a view selected individual blocks.
Add a selection plugin, that allows selecting both by displaying a checkbox for each category. If the checkbox is not checked, display a list of checkboxes with individual blocks from that category
