On 9.5 it is not possible to install the 2.0 release.

Problem 1
- Root composer.json requires drupal/reftagger ^2.0 -> satisfiable by drupal/reftagger[2.0.0-rc1, 2.0.0-rc2, 2.0.0, 2.x-dev].
- drupal/reftagger[2.0.0-rc1, ..., 2.x-dev] require drupal/core ^8 -> found drupal/core[8.0.0-beta6, ..., 8.9.x-dev] but the package is fixed to 9.5.4 (lock file version) by a partial update and that version does not match. Make sure you list it as an argument for the update command.etc.

For others who have seen the 'script in a footer block' method stop working, a solution that is working for me is the
Header and Footer Scripts module →
. Put the Reftagger code in the footer field.
Flush caches. If you have javascript aggregation enabled, turn it off, save, then turn it back on again.
It works.
