Current revision should be allowed to revert and delete in generic revision UI

Problem/Motivation

It will be tricky to allow the current revision can be deleted and reverted. Not sure the implement the generic logic in this part, or still use each entity access handler
The similar logic should be applied as NodeController revisionOverview.

Steps to reproduce

1, Create or update an entity type to use new revision UI.
2, Create a entity content for above type and few revisions.
3, Check revision history page for the created entity.

Proposed resolution

1, apply the similar logic VersionHistoryController.

If I'm reading this correctly, this was delivered in 🐛 Revert and Delete actions should not be available for the current revision Fixed

Please reopen if I'm wrong and clarify what needs to be done.
