Update to Address 8.x-1.11 causes page loading issue

Problem/Motivation

I just update to Address 8.x-1.11 and it caused page loading issue. I have to reset address field (country field) to none so page can load correctly. Tried to revert, it deployed on test and stage site but live site. Error message is attached. I really need help to revert to old version or resolve current version conflict. Thanks.
