Account not created when ARRA is enabled and Only Admin registration

I expect the site to automatically create users when the settings "Allow users without an account to request an account?" = TRUE
and Who can register accounts? = "Administrators only"

Also, "Allow users without an account to request an account? = TRUE"
and "Who can register accounts?" = "Visitors" or "Visitors, but administrator approval is required"
should be redirected to the Register form.

Current behavior:

"Allow users without an account to request an account? = TRUE"
and "Who can register accounts?" = "Visitors"
Automatically creates user account.

"Allow users without an account to request an account? = TRUE"
and "Who can register accounts?" = "Administrators only" or "Visitors, but administrator approval is required
Redirects to register form.

I believe this is a bug because most people do not want to open the registration to anyone. I only want the user to login.

I am currently using Saml_sp 4.1.0

    We try to be very careful when we do something that overrides a core behavior. We considered the options and decided it was most consistent if the config option labeled “request an account” does not create an account when the core setting says that only administrators can create an account.

    Version 4.2.1 → adds an option to automatically create an account for an authenticated user.
