Missing dependency on drupal:update for the update.manager service

Thanks. We cannot add the dependency, as this would break existing installations. We briefly had the dependency activated and I received a lot of feedback. However, we can make it a softer dependency. I'll look into this.

This will be fixed in release 1.19.
