Opened an issue fork but I think a patch works better to demonstrate a failing test.
When publishing content via the qiuck transition form the content's changed date is not updated. This is done when editing content via the edit form in ContentEntityForm::updateChangedTime
Create a node
Save a draft
Publish it via the moderation sidebar
Notice the changed date is the same as the first draft.
Set changed time in QuickTransitionForm::prepareNewRevision
