Email function broken in last dev release

Problem/Motivation

If you try to send emails to new users the import fails and the following error is thrown:

Error: Call to undefined function _user_import_publication_email() in _user_import_send_email() (line 79 of (..)/user_import/supported/user_import.inc).

A short look at the code reveals that the function _user_import_publication_email is indeed not there anymore. It seems as if it was removed unintentionally.

Proposed resolution

Insert _user_import_publication_email from the 7.x-3.2 branch with the attached patch
