In #3305265: Improve keyboard accessibility of "Choose layout" and "Choose block" dialogs by setting sane focus → , we added some Javascript meant to improve keyboard accessibility on the choose block and choose layout dialogs.
Unfortunately, this appears to have caused an issue on the add/edit block dialogs, where focus would be stolen from the text field where the user is typing and placed inside the preview.
