[upstream] Support zstd compression for modules

Now this issue has become about compressing module downloads. Drupal Core isn't involved in that process. I am moving this to the project module.

Opened an issue on composer's github: https://github.com/composer/composer/issues/11368

drupalorg module currently has this part of the packaging code.

Postponing since without Composer support, this would get very little use.
