Hamburger icon does not work when logged in as admin

There is an issue with the hamburger mobile menu icon, something is conflicting with the core drupal admin menu resulting in the hamburger icon not working at all.

To reproduce, log into the site as admin on a mobile device, the menu icon doesn't work unless you log out.

Verified the MR1 on 9.5.8, the hamburger is working now with logged admin user. Added screenshot for reference, RTBC++
