Move schema validation library to require-dev

Problem/Motivation

We don't want to require the schema validation library in all Drupal installs. Besides, it may not be possible for an experimental module to add composer requirements to Drupal core.

Proposed resolution

Skip validation if the library is not installed, and move the dependency to require-dev.

This was fixed in https://git.drupalcode.org/project/sdc/-/commit/b392b891e55898f08349ee0f..., which contains a bunch of changes ported back from core's MR in ✨ Add Single Directory Components as a new experimental module Fixed .
