It is by-design. More completely though...
It kinda depends on how you've got it set up, but if your using the pipeline via image styles, then you need to clear out the generated files for an image style, and then as your server regenerates those styles, they'll get optimized.
You can clear out the generated files for an image style by using the 'Flush' operation on the image style on the config page here: admin/config/media/image-styles
