List module under "Configuration" on modules admin page

Problem/Motivation

Config Enforce, Config Enforce - Devel, and the default target module are listed under "Other" in the module list (/admin/modules) which is non-descriptive and not where one would assume they would be found.

Steps to reproduce

Proposed resolution

The Configuration development module (and likely a few others) list themselves under "Configuration" in their .info.yml like so:

package: Configuration

We should do the same.

User interface changes

Modules will now be under "Configuration" in /admin/modules rather than "Other". No other changes.
