Menu block with menu visibility levels: empty region is rendered for pages on level 1

Problem/Motivation

While the menu is hidden on a page with a menu link on level 1, a <div> wrapper for the sidebar_first region is rendered.
The result is an empty column.

Steps to reproduce

  1. Create menu with 4 levels
  2. Add menu block to sidebar first
  3. Set 'Initial visibility level' to 3
  4. Go to page with menu link on level 1
  5. Menu is hidden, but wrapper for sidebar_first region is rendered
