Editing a non-synced user does not create a zendesk user

Problem/Motivation

I don't know if this is a bug or a feature request.

If a user on Drupal predates the installation of the module, it has no link to Zendesk.

I expected that editing this user might cause a sync to Zendesk, but it does not.
