admin settings form should be under Services, rather than System

The admin settings form is at /admin/config/system/discourse_sso

The 'Services' subsection of config should be used to integration with other web services.

The URL in the README actually incorrectly gives this: /admin/config/services/discourse-sso.

(The URL is also wrong -- discourse-sso / discourse_sso)
