Update supported drush versions

The getImplementations() failures in D10.1 are due to a change in core D10.1 that needs to be fixed in Rules where the test base class resides.

The OptionsProviderTest failure is because a D10.1 change two days ago broke country functionality. See 🐛 Country list is not correctly sorted when it's localized with accents (e.g. German, Turkish) Postponed . That change has now been reverted.

I triggered a retest here - should still see the getImplementations() failures but those are because of the patch.
