Add delete form to the UI

Problem/Motivation

After fix of 🐛 Cannot delete a config menu link Fixed , config links can be deleted via config-import without breaking the site.
But a delete form is still missing. Add that.

Proposed resolution

The entity form adds a delete form once the MenuLinkConfig entity has a "delete-form" link template.
Unfortunately the form can not be a standard entity delete form defined in entity type and .routing.yml.
I suppose it must be a plugin form with a wrapping controller, like the edit form is built.
