Out of the box it's only possible to create webform nodes or webform submissions, I'd like to be able to submit some form data from one webform to create another new webform. Here is a use case:
A user wants to create a webform that collects some variable data from other users, but with some fields that are also predetermined. The fields that will not change will have the data that is submitted one time during the creation of this new webform.

I can see now why this isn't possible because of the nature of webform entities, which I'm reminded now aren't content entities.
