Fix response when PHP is not installed

Problem/Motivation

Changes may be committed in an environment where PHP is not installed. pre-commit is a PHP script, so it cannot handle this situation.

Steps to reproduce

Perform a commit without PHP installed.

Proposed resolution

Use a shell script for pre-commit.
