Multiple configPatterns not displayed on ConfigRuleForm

Problem/Motivation

When a new rule has multiple configPatterns, they are not properly displayed on the ConfigRuleForm config_pattern form element.

Steps to reproduce

  1. Create a new rule type with an annotation with multiple configPatterns
  2. Add a rule of the new type
  3. Verify that only the last of the patterns is shown

Proposed resolution

Show all the Show all the patterns on the form.
