New region picker UI is confusing

On the dev-branch, the region picker for layout regions has been changed from vertical tabs to a <select> box switching a plain <div>. This change was not perceived as improvement by our users.

The first thing is, it isn't really clear that the first <select> is the actual switcher. It just looks like all the other config settings in the UI. New users did not understand that the first input is a mere UI state, while all the other inputs were actual style configs.

The 2nd report we got was . After talking with the customer, we found out that the switcher actually works. But in that case all the sub regions had the same style options (and the same values initially), so when the customer switched the region, nothing changed visually in the user interface. Even though technically worked and the selected options were now visible, due the lack of visual feedback/change in the UI, the customer thought the switcher is broken.

Suggestion:

Bring back the old tabs UI, which clearly separates the switcher button from the styling options, and provides a better visual clue when the selected region changes.
