Updating version of davedevelopment/stiphle for PHP ^8.0

Problem/Motivation

We are encountering dependency issues, because geocoder depends on davedevelopment/stiphle ^0.9.2 which requires php ^5.6.0|^7.0.

We would like to run php ^8.0.

Steps to reproduce

Install geocoder on an environment running php ^8.0.

Proposed resolution

Require davedevelopment/stiphle ^0.9.4.

Rationale is that the changes made in davedevelopment/stiphle 0.9.3 and 0.9.4 are minor and should not break anything in the way the geocoder module works.

Remaining tasks

Test to ensure updating version of davedevelopment/stiphle does not break things.
