Hierarchical structure for anonymous users in Form

Steps to reproduce

I am using the Client Side Select module to create a dynamic drop down form that offers a selection to the user in a block in the sidebar.

If a user is logged in with a role this works without problems. If a user is not logged in, no hierarchy is displayed. All possible selections are displayed on one level.

I show the behavior minimalized with the example code, which is stored in the module Cshs itself: modules/contrib/cshs/docs/examples/form-api/README.md

Picture 1 shows the correct behavior for a logged in user.
Picture 2 shows the wrong behavior for anonymous user.
