TwigTemplateForm scroll should account for Toolbar

Problem/Motivation

When a user clicks on the 'Insert' button on the TwigTemplateForm form, the page scrolls to the 'Template Code' field; however, if the Toolbar module is enabled, it isn't accounted for and the top of the field is covered by the toolbar.

Proposed resolution

Detect the toolbar and adjust the scroll offset.

Scroll following click of 'Insert' button on the TwigTemplateForm form will now account for the Toolbar.
