Course expiration date is not working properly

Problem/Motivation

The course is closed when the expiration time has passed even though the date is still in the future.

For example, the current datetime might be 02/14/2023 - 11:30. If the expiration is set to 06/28/2026 - 10:00 (notice the earlier time), then the course is not available and we see Access denied ... This course closed on Sun, 06/28/2026 - 10:00.

Steps to reproduce

Set the expiration date to anytime in the future and the time before the current actual time.

We were able to replicate in both the latest 3.0.0-alpha and 3.x-dev. Our Drupal system configuration is set to the correct region and the time is verified in the date format settings.
