Indicate there is unsaved change

Because the policy configuration is a multisteps form which also include some modal form, it is very easy to make some change and never hit the "Finish" button on the second form.

Similar to what Views provides, we should have a warning message to indicate there is unsaved change. Views example is taken on purpose as it does not try too much to determine if there is actually change, as soon as a submit button is pressed, the message is displayed even if the form have been submitted without change.
