Default language for citation falls back to first instance of translation, no matter what is set.

Problem/Motivation

If you have a citation view mode on a site that only has English as a translation, the "from" text term, defaults to the Spanish translation of de, so the citation has Retrieved de https://example.com.

Steps to reproduce

Add a reference, and in the locator section add a URL. When you view the reference with a citation view mode and English as the only language de is used instead of from.

Proposed resolution

Do not know the proper way to fix this, going to supply a patch that has the default English translation.
