Settings are improperly loaded in AutoLogoutManager.php

Autologoutmanager does not respect configuration values due to coding error.

Set logout_regardless_of_activity configuration value to false. If statement in getRemainingTime method will always evaluate to true.

The issue mentioned in the description was already corrected with 🐛 getRemainingTime treats logout_regardless_of_activity as always active RTBC . The role_settings that this patch also corrects is wrong. Closing this as duplicate in favor of other issue.
