Run tests with Composer 2.2+ on DrupalCI.

Copy the drupalci.yml from Config Enforce over as it already has this done.

Whoops. Looks like we already did this in 🐛 Customize DrupalCI config to allow running cweagans/composer-patches; fails otherwise Fixed and careful reading of the logs in that one appears that it didn't actually do what it intended to.
