Context aware timestamp patterns

Problem/Motivation

Hi everyone,
Timestamp is the default option for the node forms' time settings and it's time pattern is not customizable. I recommend making the timestamp customizable with respect to context. This way at the creation and edit pages the time patterns would be shown with the correct order of display.
Making the timestamp language context-aware would give users the same feature as for datetime customized patterns. In short the ability to translate and modify the timestamps.
It would contribute to the display of the time in content creation page or edit forms and respect the date presentation. If this could be done the fall-back date pattern and other standard format could also be customizable in respect to the context.

Displaying the content in a way it should be presented is an important task and should be taken care of.

Steps to reproduce

Install Drupal 10
Add second language
Create a content type
Try to add context aware pattern strings for date format of timestamp or other types such as fall back.
