Add integration with eu_cookie_compliance

Problem/Motivation

Provides integration with eu_cookie_compliance.

Proposed resolution

So, we have to improve the functionality that allows you to block cookies, accordingly, it should be integrated with the social_embed module in the distribution, which means when a user has agreed to related cookies, the content on the page is unlocked, the video is shown, cookies are placed and when the next time the user loads the page, he will immediately see the video and not the blocked content, because he has already agreed to the cookies.
