Problem with scripts in the public folder, query string doesn't match

There's a problem with disabled scripts that are found in the public:// folder. These scripts have a system.css_js_query_string attached.

The problem is that the string isn't static, so if you exclude a script and include this query string in the module settings, the script is loaded even though it's set to not be loaded.
