Composer version requirement

Problem/Motivation

Config Notifiy not supporting composer version ^2

    - Root composer.json requires drupal/config_notify ^1.9 -> satisfiable by drupal/config_notify[1.9.0, 1.x-dev].
    - drupal/config_notify[1.9.0, ..., 1.x-dev] require composer/installers ^1.2 -> found composer/installers[v1.2.0, ..., 1.x-dev] but it conflicts with your root composer.json require (^2).

Steps to reproduce

Try to install newest config_notify version.

Thanks for spotting this. I've already fixed it in the latest dev version and created a new release 8.x-1.10 with the fix: https://www.drupal.org/project/config_notify/releases/8.x-1.10 →
