Config Rewrite → works in the way that if a module is installed that provides config rewrites then the config rewrites will be applied to already installed configuration.
Now with Config Plus it is possible to install partial config from, however if this config is rewritten by another module using Config Rewrite the config rewrites will not be applied with the current solution that module is taking. Therefore we should add a config rewrite layer here.
