Drupal Unable to install Redirect, redirect.settings, system.action.redirect_delete_action already exist in active configuration.

Uninstalled Redirect from Drupal 8. Upgraded site to Drupal 9.5.3. Tried to reinstall Redirect. Will not install.

That sounds like you uinstalled it incorrectly, you will have to manually export, delete that config and then reimport. There is no need to uninstall modules to upgrade to Drupal 9 unless they are no longer supported.
