CSS not rendered on settings pages

Problem/Motivation

I installed Search API and when I go to /admin/config/search/search-api, the CSS is partially rendered (I've included a screenshot). On the subpages, it isn't rendered at all. I've flushed the cache repeatedly. Are there things I can try to fix this?

Steps to reproduce

I have about 50 modules installed so reproducing it would be a beast.

I'm seeing this in Firebug:
The resource from “https://ylndev.yln.info/” was blocked due to MIME type (“text/html”) mismatch (X-Content-Type-Options: nosniff). I'm assuming it's related.

I dismantled everything related to Search API and started over. This time it's rendering fine.
