Use Service Decorators instead of replacing TranslationManager

Replacing Drupal Core's translation service may not be the best option for compatibility with other modules out there..

Use Symfony service decoratos instead...

I've given this a try but really, decorating the TranslationManager services is way harder than just overriding it... Too many extra methods and protected properties...
