Translatable option of the media destination fields is incorrect.

Problem/Motivation

Drush command `migrate:file-media-fields` creates a new media field with a default translatable option (TRUE) and ignores the value of the old file field.
This means that we have to configure it manually after the drush command, which is not logical, since the meaning of such a command is lost because we want to receive the ready field, with all required settings.
